Short‑term rentals (STRs) are allowed in Guaynabo under Puerto Rico’s general rules. Guaynabo has not enacted city‑specific STR ordinances; therefore, hosts operate under Commonwealth‑level requirements (e.g., Puerto Rico Tourism Company registration and room tax) and standard building/safety codes enforced through the centralized permitting system. In practice, the market exhibits low regulatory friction, which benefits operators. Sources: AirROI Guaynabo market report; Checkmate Rentals – Guaynabo page.
