Generally Investor friendly
Guaynabo permits short‑term rentals under Puerto Rico’s Commonwealth rules, with a consolidated OGPe Single Permit, PRTC innkeeper registration, and a 7% room tax; there are no municipal caps or bans, but the process involves modest fees, health/fire inspections and compliance steps, making the environment friendly yet not fully streamlined.
