STR Regulations for Hinckley, Minnesota

  • Overview: Are STRs allowed? Yes. Short‑term rentals are allowed in Pine County, which has jurisdiction over properties in Hinckley and the unincorporated areas of Pine County. In shoreland, short‑term rentals are a permitted use subject to an administrative permit; in nonshoreland county zoning, short‑term rentals are also allowed under an administrative permit. If you are located inside the City of Hinckley’s corporate limits, the city’s ordinances and licensing may apply; the county material provided does not include City of Hinckley-specific rules. Minnesota state law ( Minn. Stat. §157.20; Minn. R. 4626) requires a state lodging license for STRs that provide sleeping accommodations for compensation, and Pine County requires a local permit plus a valid septic compliance certificate. [Refs 1, 2]

  • How to start an STR business in this market

    1. Confirm whether your property is inside City of Hinckley limits or in unincorporated Pine County; check shoreland status (lakes/rivers) with Pine County Planning & Zoning.
    2. If the property is in a township that requires STR permits (e.g., Pokegama, Windemere), obtain the township permit first; county will honor it without an additional county fee if adequate information is provided.
    3. Apply for a Pine County short‑term rental permit (administrative permit). The permit requires demonstrating compliance with Minnesota Department of Health (MDH) licensing, a valid septic compliance certificate, and plan to meet all operating standards (quiet hours, occupancy limits, parking, boats/ATVs/snowmobiles, pets, etc.).
    4. Submit the MDH lodging license application and obtain the license before operating.
    5. Maintain septic compliance throughout operation; designate a local property manager or ensure owner availability for guest inquiries/complaints.
    6. Operate in full compliance with Pine County’s shoreland and zoning ordinance standards, and all applicable state requirements. Permits expire after three years or upon sale/transfer of the property. [Refs 1, 2]
  • Required documents, permits, licenses, and guidelines

    • In townships that require permits, the township permit must be obtained prior to county submission; the county will honor a township permit with adequate information and no additional county fee. [Refs 1, 2]
