STR Regulations for Universal City, California

Is STR Operation Allowed?

Short-term rentals (STRs) are permitted in Universal City, California. Universal City is an unincorporated community in Los Angeles County and is subject to Los Angeles County’s Unincorporated STR rules. If your property is inside an incorporated city (e.g., the City of Los Angeles, Glendale, Burbank, etc.), city-specific rules govern instead of county rules. Always confirm your exact address with the County or city planning/zoning authority before investing or listing.

How to Start a Short-Term Rental Business

  • Confirm zoning eligibility (unincorporated LA County vs. an incorporated city).
  • Register your STR with Los Angeles County (if in unincorporated areas) or with your city.
  • Obtain a Transient Occupancy Tax (TOT) certificate from the County Treasurer/Tax Collector (unincorporated) or city Finance Department.
  • Maintain liability insurance; many jurisdictions require at least $1 million.
  • Post and share a Good Neighbor brochure and house rules; designate a 24/7 local contact.
  • Comply with noise, parking, trash, occupancy, and safety standards; include the TOT certificate number and STR registration number in all advertisements.
  • File TOT returns (monthly or quarterly) and pay any business taxes due.

Required Documents, Permits, Licenses, and Guidelines

  • STR registration certificate (county or city).
  • TOT certificate and registration number (for tax collection).
  • Evidence of liability insurance meeting local minimums.
  • Good Neighbor brochure acknowledgment and posted house rules.
  • Advertisement must include the TOT certificate number and STR registration number.
  • Contact information for a 24/7 local response person.

Specific Regulations (LA County Unincorporated and CA State)

LA County STRs must follow county registration and operational rules; hosts must collect and remit TOT, keep properties residential in appearance, avoid business signage, and maintain a local 24/7 contact. Safety inspections may apply depending on the license tier.

Overview of Universal City

Universal City or Universal Studios Complex is an unincorporated area within the San Fernando Valley region of Los Angeles County, California, United States. Approximately 415 acres (0.65 square miles), within and immediately outside the area is the property of Universal Pictures (NBCUniversal's film studio), one of the five major film studios in the United States: about 70 percent of the studio's property is inside this unincorporated area, while the remaining 30 percent is within the Los Angeles city limits. Universal City is nearly surrounded by Los Angeles, with the area's northeastern corner touching the city of Burbank. Located within the area of Universal City is the film studio complex Universal Studios Lot and the theme park Universal Studios Hollywood, as well as the Universal CityWalk shopping and entertainment center. Within the Los Angeles city limits lies 10 Universal City Plaza, a 36-floor office building for Universal and NBC; the Sheraton Universal; and the Universal Hilton. The Metro B Line underground station of the same name is located opposite the 10 Universal Plaza. A Los Angeles County Sheriff's Department (LASD) station is located at Universal CityWalk, and the community also houses the only government-funded fire station in the United States located on private property. The Los Angeles County Fire Department (LACFD) Station 51 (formerly Station 60 until the mid 1990s) is of special significance to Universal, as "Station 51" was the fictional setting of the Universal and Jack Webb television series Emergency!. However, the current Station 51 was not used for external shots, or used as a model for the interior shots seen on the show (LACFD Station 127 in Carson was used). Universal City's ZIP code is 91608, and the community is inside area code 818.
