Challenging to Investors
Livermore explicitly permits STRs and provides a clear online permitting process with moderate fees ($231 new, $168 renewal), but it imposes strict caps (one permit per host, one renter at a time) and a mandatory 100-foot neighborhood notification with objection period, plus aggressive enforcement (citations, suspensions, revocations and multi‑year bans). These constraints raise investor risk and deter scaling, making the environment challenging rather than friendly.
