Generally Investor friendly
STRs are explicitly allowed citywide (residential, mixed‑use, commercial) with a clear step‑by‑step process; however, investors face moderate burden through an annual permit, business tax, required fire‑marshal inspection, and operational rules like occupancy caps, parking requirements, and 24/7 caretaker designation—no hard unit caps but manageable compliance.
