Challenging to Investors
Short‑term rentals are explicitly allowed, but Summerville imposes a 183‑day owner‑residency requirement (plus 50% ownership) that deters purely investor‑owned STRs, and residential zones often need Board of Zoning Appeals approval. While the broader county rules are permissive, the combined permitting, inspections, zoning limits, and local owner‑occupancy mandate raise compliance costs and operational constraints.
