Generally Investor friendly
STRs are clearly permitted in Caguas under PR's island‑wide framework; no municipal cap or dedicated STR ordinance is identified, reducing compliance risk. Investors must complete PRTC innkeeper registration, a Single Use Permit (≈$110+) with fire/sanitary certifications, merchant/tax accounts, and 7% occupancy tax remittance—moderate cost/complexity with known processes. The consolidated OGPe permit, island‑wide occupancy tax, and lack of Caguas‑specific caps keep the environment investor‑friendly.
