Challenging to Investors
Leola (Upper Leacock Township) has no specific STR ordinance, leaving legality, caps, fees, and enforcement undefined and shifting investor risk to direct municipal verification; even though Pennsylvania permits STRs with a 6% hotel tax and nearby Lancaster City and Township provide detailed frameworks, the unknown local rules and potential variance burdens are material constraints.
