Challenging to Investors
STRs are legally recognized (as “Vacation Rentals”) but are constrained: they are not permitted in single‑family districts and B&Bs are banned in those zones, so allowable areas are limited. The process is multi‑step—zoning permit, site plan review, conditional use/BZA hearing, and building/life‑safety inspections—creating time, cost and approval uncertainty. No caps are cited, and the tone is administrative rather than restrictive, but the zone limitations and procedural hurdles keep the environment challenging for investors.

Through the 20th century, Salem served as one of many industrial towns in Northeast Ohio's Mahoning Valley region. Today, the city is a commuter town and an economic center of Columbiana County, home to Allegheny Wesleyan College and Kent State University at Salem.
