Challenging to Investors

Phoenicia Regulations

STRs are technically allowed with licensing, but new non‑resident investors are blocked because the owner/non‑resident license cap has been reached and no new licenses are being issued. Owners can obtain licenses, but the process requires inspections, insurance, taxes, annual renewal, neighbor notifications, and compliance with safety codes, which adds moderate cost and complexity. This makes the market challenging for new entrants and investors.

About Phoenicia

Phoenicia is a small hamlet in the town of Shandaken, in Ulster County, New York, tucked into the heart of the Catskill Mountains. With a population of only a few hundred residents, the hamlet has long retained a quiet, woodsy character that draws visitors looking for an unhurried mountain getaway. It is best known as a gateway to the northern Catskills, particularly for fly fishing, tubing, and hiking, and it sits roughly 90 to 100 miles northwest of New York City.

The Esopus Creek flows directly through Phoenicia, and it is the defining feature of the hamlet's recreational identity. The creek is well known for trout fishing, and in summer its gentle runs become a popular tubing route through the center of town. The easy access to cold, clear water has shaped the local economy for generations and gives Phoenicia its laid-back, outdoorsy feel.

A short drive north of town brings visitors to the high peaks of the Catskills, including the Slide Mountain Wilderness, which contains the highest summit in the range. From Phoenicia, trailheads for Slide and neighboring peaks are typically within a 20- to 30-minute drive, drawing hikers seeking forested ridgelines and wide Catskill vistas. The area is a focal point for anyone visiting the hamlet with a backpack.

In the opposite direction, Belleayre Mountain offers a four-season recreation area roughly 20 minutes from Phoenicia. In winter it is one of the closest alpine ski areas to New York City, and in summer its slopes and lodge host music festivals, mountain biking, and scenic chairlift rides. Its proximity makes Phoenicia a convenient base for both winter sports enthusiasts and summer visitors.

A bit farther afield, the historic city of Kingston, the Ulster County seat, lies about 30 minutes southeast and offers a contrast of dining, shopping, and the waterfront Strand along the Hudson River. The Ashokan Reservoir, the massive nineteenth-century water supply for New York City, is reached on the drive in from Kingston and adds a striking blue expanse to the journey through the surrounding hills.

Year-round appeal is the strongest argument for considering Phoenicia as a base for short-term rentals. The hamlet places guests within easy reach of skiing, hiking, and the Esopus Creek, while still offering the kind of quiet, walkable character that travelers increasingly seek out. Its distance from New York City is short enough for a long weekend yet far enough to feel like a real change of pace, and its central position in the northern Catskills makes it a natural launchpad for almost any kind of mountain activity.
