Cairo Regulations

STRs are technically legal in Cairo but face significant regulatory complexity and gaps. The process requires multiple approvals (site plan review, special use permits, building permits, environmental assessments), SEQRA compliance, and county/state tax registrations. Most critically, current STR-specific regulations are unclear since the 2017 zoning law, creating compliance uncertainty and requiring direct contact with officials.

About Cairo

Cairo is a small rural town nestled in the northern Catskill Mountains of Greene County, New York, with an approximate population of around 6,000 residents. The town has a quiet, mountainous character defined by wooded hills, winding country roads, and a handful of small hamlets that retain an unhurried upstate feel. Cairo serves as a gateway to the broader Catskills recreation area, drawing visitors interested in hiking, leaf-peeping, skiing, and small-town charm. It sits roughly 35 miles south of Albany, the nearest major city, and within an easy drive of several popular Catskill destinations.

Just a short drive from Cairo, Kaaterskill Falls is one of the most photographed natural landmarks in the Catskills and one of the tallest two-tiered waterfalls in the eastern United States. The falls cascade through a deep wooded gorge near the hamlet of Haines Falls in the town of Hunter, about 15 to 20 minutes from Cairo. Visitors come year-round to admire the view from the surrounding trails, with the upper viewing area accessible via a relatively short walk from the parking area.

A few minutes beyond the falls lies the North–South Lake area, a Catskill Park destination that combines scenic lakeside recreation with a dose of regional history. The site once hosted the famed Catskill Mountain House, a nineteenth-century resort that drew visitors from across the Northeast, and today offers hiking trails, a public beach, and panoramic escarpment views. It is a popular spot for families, campers, and day-trippers exploring the heart of the Catskill high peaks.

In the cooler months, the town is a convenient jumping-off point for Windham Mountain, a full-service ski resort about 15 to 20 minutes away. Windham offers downhill skiing and snowboarding, a terrain park, and tubing, and in summer it converts its slopes into a mountain biking and events destination. The resort anchors a growing four-season tourism economy throughout the region and brings steady seasonal traffic to surrounding towns like Cairo.

To the east, the village of Catskill sits along the Hudson River and is home to the Thomas Cole National Historic Site, the preserved home and studio of the artist regarded as the founder of the Hudson River School of painting. A visit there offers a quieter, cultural counterpoint to the outdoor draws of the mountains and makes a pleasant half-day excursion from Cairo.

Cairo is a compelling base for short-term rental investors precisely because of this blend of accessibility and natural appeal. Its proximity to Albany, its quiet residential character, and its position within easy reach of waterfalls, lakes, ski resorts, and historic sites give guests a wide range of activities in every season. Travelers looking for an affordable, authentically upstate alternative to busier Catskill hubs like Woodstock or Phoenicia often find that Cairo offers the same stunning scenery with a more relaxed, small-town atmosphere.
