Challenging to Investors
STRs are allowed but require a county license with moderate fees ($100/bedroom), mandatory septic compliance and insurance ($300k), 24/7 contact, and site/inspection requirements. The City of Brainerd is advancing proposed caps (40 units citywide) and restrictive zones, creating uncertain scale and added compliance risk. This layered burden and evolving rules push the environment into a Challenging tier.
