Rockport Regulations

STRs are explicitly allowed citywide and regulated via a straightforward licensing path through the Select Board, a $75 home-occupation permit when renting rooms, mandatory state tax registration, and $1M liability insurance—no caps are noted, and enforcement is formal but not overly burdensome, creating a manageable compliance environment for investors.

About Rockport

Rockport is a small coastal town in Essex County, Massachusetts, perched at the tip of Cape Ann on the state's North Shore. With a year-round population of roughly 7,000 to 8,000 residents, it has long been prized as one of New England's most picturesque seaside villages, where a working fishing heritage blends with a well-established art colony. The town is best known for its postcard-perfect harbor, its lantern-lit lanes of galleries and shops, and as a gateway to the broader Cape Ann coastline. It sits about 40 miles northeast of Boston, an easy drive up Route 128 and Route 127, making it close enough to the city's amenities to feel accessible yet firmly rooted in its own quiet, maritime rhythm.

At the heart of Rockport lies Bearskin Neck, a narrow granite peninsula jutting into Sandy Bay. Lined with art galleries, boutiques, ice cream shops, and seafood shacks, it draws visitors who come specifically to see Motif No. 1, the bright red fishing shack widely considered one of the most frequently painted buildings in the United States. The neck is walkable from nearly anywhere in the village center and serves as the social and commercial focal point of the community, especially during the warm-weather months and the fall foliage season.

Just a few minutes north of downtown, Halibut Point State Park offers a dramatically different experience. This former granite quarry has been transformed into a public park of windswept ledges, tidal pools, and sweeping Atlantic views, with short trails that lead out to the rocky shoreline. It's a favorite for picnicking, sketching, and watching sunsets over the water, and it gives visitors a sense of Cape Ann's raw, glacier-carved geography that contrasts nicely with the gentler village scenes farther south.

A short drive south along Route 127 brings guests to neighboring Gloucester, a much larger working port that anchors Cape Ann's outer reaches. Gloucester's harbor, Stage Fort Park, and the waterfront district offer a different flavor of New England character, with fresh seafood shacks, a fishing industry still very much in evidence, and access to whale-watching excursions and the island-studded waters of Massachusetts Bay. Rockport visitors frequently pair a day in Gloucester with their stay, making the two towns feel like a single, complementary destination.

Together, these elements make Rockport a natural fit for short-term rentals. The town combines year-round scenic appeal, a compact and walkable core, an established arts and culinary scene, and quick access to the broader Cape Ann coast and to Boston, drawing couples, families, and creative travelers who want an authentic New England coastal experience without sacrificing convenience.
