Unfriendly to Investors
Waialua prohibits short‑term rentals (<30 days) in residential zones, allowing them only in resort zones or via legacy NUCs; these carve‑outs are limited, with active enforcement and daily fines, pushing most investors toward mid‑term rentals and making STR investment unfriendly.
