Challenging to Investors
STRs are legal but tightly capped (only 6 permits in Kahului‑Wailuku, 5 already issued) and come with costly, lengthy permitting (annual $2,500–$5,000, 90‑day review), strict operating rules (manager, on‑site parking, ads), and Bill 9 could phase out STRs by 2030.
