Challenging to Investors
STRs are defined as “Tourist Home”/“Bed and Breakfast Homestay,” but they’re only allowed if the zoning district permits them—otherwise you need a special-use permit or rezoning, with hearings, signage, and a six‑month cooling‑off period if denied. The B&B Homestay also requires owner presence and on‑site breakfast, creating operational constraints. The absence of a clear citywide allowance and the need for district‑level verification increase permitting uncertainty and investor risk.
