Winter Springs bans STRs in the dominant residential zones, forcing operators into commercial zoning with costly business permits, inspections, and a 12.25% combined tax rate. While technically allowed in commercial areas, the path is complex and capital-intensive, raising investor risk relative to nearby cities with simpler, more permissive frameworks.
