Upper Lake Regulations

STRs are allowed under county rules with clear licensing, safety and TOT requirements, but require zoning verification, business license, safety certificates, insurance and quarterly TOT remittance; penalties for violations exist yet the process appears manageable and not prohibitive.

About Upper Lake

Upper Lake is a small, unincorporated community and census-designated place in Lake County, in the heart of Northern California's coastal mountain country. With a population of roughly 1,100 residents, it has the feel of a quiet, old-fashioned rural town, anchored by a compact historic main street and surrounded by rolling oak-studded hills, vineyards, and the broad waters of Clear Lake just to the south. Upper Lake is best known as the northern gateway to Lake County's wine country, fishing scene, and outdoor recreation, and as a low-key stopover for travelers heading west toward the Mendocino coast. It sits about 120 miles north of San Francisco along State Route 20, and roughly 35 miles north of the larger community of Clearlake and about 25 miles northwest of Calistoga in neighboring Napa County.

Just a few minutes south of town lies Clear Lake, the largest natural freshwater lake wholly within California and one of the oldest lakes in North America. The lake draws visitors year-round for bass fishing, boating, birdwatching, and swimming, with marinas, public launch ramps, and shoreline parks scattered along its roughly 65 miles of shoreline. The northern arms of the lake come within a short drive of Upper Lake, making it easy for guests to spend a day on the water and return to a quiet rental in the evening.

A short drive northwest of Upper Lake brings travelers into the Mendocino National Forest, a vast expanse of more than 900,000 acres of forested backcountry that stretches from the Capay Valley to the coast range. Hiking, camping, off-roading, and fall mushroom and deer hunting are the main draws, with numerous trailheads and campgrounds accessible within about a 30- to 60-minute drive of town. In winter and early spring, the higher elevations occasionally see enough snow for cross-country skiing and sledding.

About ten miles south of Upper Lake, the community of Lakeport serves as the Lake County seat and offers a charming waterfront downtown. Visitors can stroll the historic Main Street district, dine at locally owned restaurants and tasting rooms, and enjoy lakefront parks with views across to Mount Konocti. A little farther south, Clear Lake State Park provides developed campgrounds, swimming beaches, a native plant garden, and easy access to the lake's southwest shore.

Upper Lake makes a compelling base for short-term rentals because it pairs a peaceful, small-town setting with quick access to Lake County's biggest draws — Clear Lake, the surrounding national forest, dozens of nearby wineries, and the larger town of Lakeport. Its location between San Francisco and the Mendocino coast, combined with its historic charm and four-season outdoor appeal, makes it well suited to travelers seeking a slower, nature-oriented Northern California getaway.
