Generally Investor friendly
STRs are allowed but governed by Santa Barbara County, requiring either a homestay permit (hosted, bedroom caps) or an STR land‑use permit (unhosted, only where zoning allows transient lodging). Investors face moderate permitting (online Accela portal, plans, inspections, neighbor notices/appeals) and must register for the 14% TOT, which adds a clear cost/compliance step.
