Challenging to Investors

Imperial Beach Regulations

Imperial Beach allows STRs but restricts them to specific commercial/mixed-use zones only, excluding most residential areas. The 14% TOT rate is relatively high, monthly filing requirements add compliance burden, and the desktop-only application process creates operational barriers.

About Imperial Beach

Imperial Beach is a small coastal city in San Diego County, California, situated at the very southwestern edge of the continental United States, just north of the international border with Tijuana, Mexico. With a population of roughly 27,000 residents, it carries the laid-back feel of a classic Southern California beach town while sitting in the shadow of one of the country's largest urban centers. The community is best known for its long, sandy shoreline, its active surf scene, and its proximity to both the metropolitan offerings of San Diego and the cross-border culture of Baja California. Downtown San Diego lies about 15 miles to the north, typically a 25- to 30-minute drive up Interstate 5 or along the Silver Strand.

The heart of the city is the Imperial Beach Pier, a roughly 1,500-foot wooden pier that extends into the Pacific and serves as a focal point for fishing, strolling, and watching surfers carve the breaks below. The pier anchors a beachfront that draws visitors for its consistent waves and a more relaxed alternative to the busier beaches further north. Just a short walk from the sand, the Tijuana River National Estuarine Research Reserve protects one of the few remaining salt marshes on the West Coast, offering easy walking trails, bird-watching platforms, and a striking contrast between wetland habitat and urban edge.

South of the city center, Border Field State Park marks the very southwestern corner of the contiguous United States, where the Pacific meets the border fence. The park contains Friendship Park, a historic meeting place for families on either side of the border, along with open dunes, coastal trails, and views across to the Playas de Tijuana shoreline. It is a place that captures the unique cultural and geographic position of Imperial Beach more vividly than almost any other spot in the region.

A short drive north across the bay, the Silver Strand corridor connects Imperial Beach to Coronado and offers a stretch of state beach, bike paths, and the wide, calm waters of San Diego Bay. From there, the rest of the San Diego region unfolds within a half hour, including Balboa Park, the city's zoo, the Gaslamp Quarter, and the mountain-backdropped neighborhoods of the South Bay.

For short-term-rental owners, Imperial Beach offers a compelling combination of an authentic, uncrowded beach-town atmosphere, immediate access to nature reserves and a unique border experience, and quick reach into the broader San Diego market. Visitors who want surf, sand, and wildlife without the density of more central coastal cities often find it a rewarding home base, and its position near the international line gives the area a distinctive character that sets it apart from other Southern California beach destinations.
