Generally Investor friendly
Dunsmuir explicitly permits STRs citywide in residential zones with a clear, stepwise process and moderate costs ($370 initial registration plus annual license and 14% TOT), but imposes a two-certificates-per-operator cap, safety/operational rules, and revocation after three citations within 12 months, which raises investor risk but remains manageable.
