Challenging to Investors

Colusa Regulations

STRs are technically allowed only under Colusa County’s Recreational Lodging categories (farmstays, clubs, B&Bs) with owner‑occupancy and room caps, and a ‘stand‑alone’ vacation rental is not expressly authorized—investors must seek a Use Permit. Compliance involves multiple permits (Use, CUP, TUP), environmental health approvals, business licensing, TOT, inspections, lighting standards, and building‑code triggers for 6+ rooms. This mix of strict caps/limits, fragmented zoning routes, and a non‑owner‑occupied pathway creates moderate‑to‑high compliance risk and uncertainty for investors.
