Challenging to Investors

Boulevard Regulations

Boulevard lacks city‑specific STR rules and no San Diego County framework is presented, creating unclear legality and high uncertainty. Investors face unknown permitting, fees, caps and enforcement, increasing compliance risk and requiring due‑diligence before any investment.

About Boulevard

Boulevard is a tiny unincorporated community tucked into the far southeastern corner of San Diego County, California, in a high-desert region often called the Mountain Empire. With only a few hundred residents spread across a wide, rural footprint, the community has a quiet, scattered character shaped by desert skies, surrounding mountain ranges, and ranchland rather than a defined downtown. It sits along Interstate 8, the main artery connecting San Diego with the Imperial Valley and Arizona, and functions as a waystation and gateway for travelers headed into the backcountry of Southern California or crossing the international border. From downtown San Diego, Boulevard is roughly 65 miles to the southeast and typically about an hour and a half by car, making it the last sizeable stop before the landscape opens into true desert.

Just to the north of Boulevard lies Anza-Borrego Desert State Park, the largest state park in California and one of the most striking desert landscapes in the American Southwest. Known for its badlands, slot canyons, springtime wildflower blooms, and dark night skies, the park offers hundreds of miles of hiking and backcountry roads, along with the seasonal Salton Sea visible from its eastern overlooks. The park's main visitor areas, including Borrego Springs and the visitor center, are about a 45-minute drive north of Boulevard. Hikers and four-wheel-drive enthusiasts often use Boulevard as a southern staging point for the park. The official resource for the park is Anza-Borrego Desert State Park.

A few minutes east on Interstate 8 sits the small community of Jacumba Hot Springs, a historic spa town named for the natural mineral waters that have drawn visitors for over a century. The town still features its iconic mineral water pool and a handful of restored mid-century buildings, and the surrounding Jacumba Mountains offer quiet, uncrowded hiking. The drive from Boulevard to Jacumba is roughly 15 minutes, making it a common side trip for visitors exploring the area's quieter corners.

Boulevard also sits along the route of the Pacific Crest Trail, the long-distance footpath running from the Mexican border to Canada. Hikers, section-hikers, and through-hikers pass through the community each spring and fall, and the surrounding In-Ko-Pah and Jacumba ranges offer rugged day hiking and wildlife viewing in a setting that feels far removed from the urban coast.

As a base for short-term rentals, Boulevard appeals to travelers who want a more remote, off-the-grid experience while still being within striking distance of San Diego, the Anza-Borrego Desert, and the international border. Its combination of quiet desert scenery, access to major natural attractions, and position along a major interstate gives it a distinctive niche in the Southern California rental market.
