Challenging to Investors

Rock Hill Regulations

New STRs are explicitly permitted citywide but only in commercial zones, excluding residential neighborhoods—limiting investor options—and the prohibition on transfer of STR properties to new owners, paired with annual licensing/tax obligations, raises compliance and exit risks. The absence of caps and neighbor consent helps, but the zone restrictions and transfer ban make this challenging for typical investors.
