STRs are explicitly allowed both citywide in Ruidoso Downs and in the Village of Ruidoso, but Ruidoso imposes a $300 annual permit fee with mandatory compliance inspections and occupancy/parking limits plus a 'three strikes' enforcement policy, while Ruidoso Downs has only a modest $35 business license and standard registrations; overall permitting is manageable with no meaningful caps.
