Challenging to Investors
STRs are legally allowed but under City of LA’s Home‑Sharing and STR frameworks: registration, TOT, potential business‑license tax, insurance/safety checks, zoning verification, and HOA checks are required. Non‑primary STRs face a strict 120‑night cap and uncertain long‑term viability as LA phases out new non‑primary permits, while the city actively enforces. This combination—moderate costs/permits, strict caps, and potential HOA bans—makes compliance and investment relatively risky.
